Outputs 1080×1920 (TikTok's standard vertical frame) as an MP4. "Blurred pad" fills the extra space above/below (or the sides, for a landscape source) with a softly blurred, scaled-up copy of the same video — the common look for reformatted video, with no cropping loss. "Crop to fill" fills the whole frame edge-to-edge, which can cut off the sides of a wide shot. Runs on a real video engine loaded into your browser (FFmpeg, compiled to WebAssembly) — about 30MB, downloaded once and cached for the rest of this visit.
